Mr. Moberly:

Over the past several weeks, The Bloomington Alternative has spoken with nearly a dozen sources with interests in and concerns about the Monroe County Public Library. In the course of this reporting, some serious allegations have been made about the Director Cindy Gray's actions and attitudes and the Board of Trustee's knowledge of, and perhaps complicity in, questionable activities.

I would appreciate your prompt and complete cooperation in answering the following questions and providing The Bloomington Alternative with the public records requested herein.

Please be advised that I am posting these questions on the Alterative Web site – BloomingtonAlternative.com – and will, accordingly, post any answers you provide, in their entirety, without editing.

1/ The Alternative requests that you provide the following information and/or documents regarding the administration's use of non-annual stipends:

> An explanation of the stipend system and its history at the MCPL.
> An explanation of how non-annual stipend pay is calculated – is it hourly work or per task, for example
> Documentation on all non-annual stipends awarded under Director Gray, their amounts, the recipients and the rationale for awarding each one.

2/ The Alternative requests that you provide the following information and/or documents regarding the library's 2007 job reclassifications:

> Was it consistent with written or established MCPL policy to reclassify positions as supervisory – with $8,000-$9,000 pay hikes – without offering other employees an opportunity to apply for them?
> Were these reclassified positions not in fact new positions?

3/ The Alternative requests that you provide the following information and/or documents regarding the collections services temporary manager:

> When was this position created, and why?
> How much is this position paid?
> What sort of hiring process was used?
> Does the person who was hired live in Bloomington?
> Has the MCPL expended any funds transporting this individual from out of state to and from Bloomington, and if so, how much, and why?

4/ The Alternative requests that you provide the following information and/or documents regarding teen program funding:

> Documentation on teen program funding for 2005, 2006 and 2007.

5/ The Alternative requests that you provide the following information and/or documents regarding employee morale:

> Your assessment of the state of the work environment at the MCPL today.
> Your assessment of employee morale at the MCPL.

6/ The Alternative requests that you provide the following information and/or documents regarding the use of Friends of the Library discretionary funds:

> The total amount of Friends of the Library discretionary expenses for 2005, 2006 and 2007.
> All financial records related to Friends of the Library-funded training sessions taught by Mary Ellen McCann.

7/ The Alternative requests that you provide the following information and/or documents regarding a personal loan between Director Gray and a subordinate employee:

> Can the trustees confirm or deny that a subordinate employee loaned Director Gray money?
> If it did transpire,
>> How much was the loan for?
>> Was it permissible under MCPL policy and/or Indiana state law?
>> Was there a non-disclosure clause involved, and if so, what were the conditions?
>> When were the trustees informed of it and what action did they take?
>> Did the employee involved subsequently become the first library staffer to receive a non-annual, employee-specific stipend?

8/ The Alternative requests that you provide the following information and/or documents regarding July 2006 e-mails with the Subject line: "Staff Benefits – Adjustments? Incentives?":

> Copies of all e-mails between Director Gray and any library-related individual, including library staff and MCPL trustees.

9/ The Alternative requests that you provide the following information and/or documents regarding Director Gray's moving expenses:

> How much money did the board approve for Ms. Gray's move to Bloomington from Texas?
> How much was spent?
> How was any difference between that approved and that spent reconciled?

10/ The Alternative requests that you provide the following information and/or documents regarding trustees communications with MCPL staff:

> What has the Board of Trustees' historic policy on communications with MCPL staff been?
> Has this policy changed in recent weeks, and, if so, what have you heard from the staff.
